cut hours from full time to ''part time''
What rights do I have if my employer
cuts my hours from full time to only
coming when there is work, although
he knows there is no work coming
and it seems the department is
closing? It looks like they are trying
to avoid having to pay
unemployment or compensation
packages.

If you do not have a written contract guaranteeing you a certain number of hours or a certain amount of pay per week, you have no rights. (This is Florida - not California). Under Florida law, there are circumstances where you can still collect unemployment compensation if you quit because the terms of your employment have substantially changed.
