decreased raise

I had an evaluation with my direct supervisor, and my raise was decided and signed by both of us. When my check came there was no raise. When I inquired about it, I found out that the administrator of the facility where I work had changed my evaluation, and decreased my raise, without my knowledge. I just would like to know if this is legal. Thank you!

If the administrator has the authority to do so, which he or she almost certainly does -- then it is legal, unless for some reason prohibited by your employment contract.
