Employer dictating what you can & can't do off the clock

I work for a supermarket and an area supervisor has come up with a policy of not letting employees smoke anywhere but in their car, even if they are off the clock. Are they really able to tell you what you are able to do off the clock, and not on property owned by them?

They are allowed to set their own policies--unfortunately.
