Can an employer take personal days not used each year and not allow them to carry over to the next year?

Is this statement implying accumalative personal days?

Directly from our employee handbook:

Eligible employees will accrue personal days at the rate of six(6) days oer year(1day for every other full month of service).

Employees who will be using a personal day should notify their supervisor before the scheduled start of the work day. The supervisor must be contacted on each additional day of absence. Personal day benifits will be calculated based on the employees base pay rate at the time of absence and will not include any special forms of compensation.

I do not read the statement as saying that the days accumulate beyond the year. It is, in my experience, usual for personal days (if you have an employer that gives them) to not acrue from year to year.
