Legal Question in Employment Law in Florida

My employer provides transportation in a van for jobs more than 30 miles from the district office, however during the first hour in the van, we do not get paid, is that legal? If the location is further than one hour away, after the first hour they pay us minimum wage to ride in the van, is this legal? This is a company that has over 35,-000 employees and is located in every state in the USA
