If an employee is called to a disciplinary hearing, and is told by the supervisor that he is ''considering'' or ''thinking about'' terminating the employee in two weeks, is this a form of harrassment or anything to that effect?

I do not see harrassment just on the the simple facts you have given. However, if this warning was in anyway a response to the employee having filed a charge of discrimination or standing up for any legally protected rignts as an employee, then my response might be different.
