Home owner/architect/general contractor won't pay

A home owner is acting as her own gen. contractor. She is a lic. arhitect. I was hired at the rate of $25 per hour. She was displeased at me and advised me that she would finish project and let me go. She owes me $1375 and is telling me that until the work I did passes inspection she refuses to pay me. Her agreement with the city is ''to activly supervise''. Do I have legal leverage against her? Since she is technically my employer is she lible for ss and fica?

You do not give me all the facts. Still, in Florida an unpaid subcontractor can file a lien on the property they have worked on. If not paid, that lien can be the basis of a foreclosure action on the property to secure payment. Look for an attorney who is knows construction lien law.
