Our hotel has "changed" the way an employee receives their banquet tip share - we used to average about $12.50/hr and now it is around $7.50 is this legal?

It is legal if you agreed to it. What you should request is all your tips in your pocket and then pay taxes on the tips. I was a waitress for 10 years while in college, and I can tell you that I wanted all my tips in my pocket and only tip-shared as was fair with the bartender and kitchen staff.
