hourly pay rate
can my employer reduce my pay without giving me prior written notice and can my employer make me stay on property while on a non paid lunch

The answer to both of your questions is probably not. Both Federal and FL laws set out requirements for what an employer must pay and what is considered work. Typically, if you are constrained from leaving the employer's premises for lunch and remain on-call, this is compensible time and you should remain on the clock.
