Laying off part time employee

Can I go a head and tell part time employee who just gave 2 week notice, to not come back to work. This is the 2nd time she gave 2 week notice in less than 60 days.

Yes.

You may owe her a severence if that is part of your employment agreement with her. If not, you can just discharge her.
