loss of benefits due to change in management company

Every time our employer changes management companies, our benefits (such as vacation time, etc) have to start all over from scratch... we lose what we had accumulated up to that date. Is this legal?

As you describe it, no. Your agreement is with your employer -- not the menegement company.
