Legal Question in Employment Law in Florida

My Mother has been working at a 7-Eleven in Daytona Beach Shores, FL for almost 3 years, and has been getting a paper paycheck for the duration. Today they started paying their non-direct deposit employees with Visa debit cards. These cards have a $400 a day ATM withdraw limit in $20 increments, and they are charged a fee for use at any non-7-Eleven ATM, and a fee for purchases at any store besides 7-Eleven. It is impossible for her to actually get all of her money out, because she cannot withdraw it if the balance falls under $20(i.e. if her balance is $19.99, she cannot have it because the smallest she can withdraw is $20.) unless she buys things at 7-Eleven with the remainder, and the total comes to the exact amount left on her card.

Is this legal for 7-Eleven to do?

It depends on their contract. If that is how they agreed with employees to pay them, then it is fine.
