paydays on a holiday

I work for accountants, payday is the 15th and last day of the month unless of course Holiday or weekend, well this payday (15th) is Martin Luther-federal holiday banks are closed, my company is not paying us until tuesday THE 16TH because WE are working on the 15th, can they do that??
