Payroll deduction for parking?

My employer is deducting $25.00 from payroll of any employee who parks in a non-designated area. Is this a legal deduction without a signed agreement or contract, we have only received verbal warnings of this action.

This is a bit of a gray area, but I do not believe the employer can make deductions without an agreement from the employee. (The employer can say that there is a new payroll policy and the employees have agreed to it by continuing to work for the employer - but that is a tough case to make when it comes to payroll deductions.) Although the employer could suspend employees or take other disciplinary measures which might reduce pay, it generally does not have the power to simply withhold money from employee pay which has already been earned.
