How does a private citizen obtain records of a county deputy or any county personnel without having to pay the CHIEF DEPUTY $35.hr. (+ he's getting his salary) for HIS SERVICES and waiting for his convenience of time????

All you can do is file a public records request and then pay the associated copying & labor charges.
