preferential trreatment given to minority employees

Several minority employees were given promotions to management positions and then given the opportunity to get the required classes on company time, at company expense, using company vehicles. I am required to obtain those same classes BEFORE I can sit for the promotional exam. I am a county employee, specifically a firefighter. Is this legal?

This certainly sounds troublesome--and violative of what I'm sure is an applicable Collective Bargaining Agreement.
