Promise overtime when hired now only working 2 days a week

I was hired by this company as a driver during training i worked 40 hrs a week after training the company worked me about 27hrs a week then the company put me on a regular schedule i was getting about 51 hrs a week now i'm back down to 18 hrs a week. when i was hired the company promise unlimited overtime. The company is also hiring employees every week, i was getting unemployment before working for this company now my paycheck is much less then what i was receiving with unemployment is this legal

Unless your contract promises certain hours, then yes it is legal.
