Promised promotion- never happened

I have been a retail store manager for this company for six months. My district manager in a phone conversation-- our primary means of contact-- informed me that a new retail location was opening up in our company and that she ''was thinking i would run the new store.'' she stated she would talk to the owner to negotiate the new salary, as this would be a bigger store. On other occassions the promotion was acknowledged and discussed. I was told i need to find an assistant to take with me to the new store; once found i was told to inform this assistant that they too would see a raise once they transferred from my current store to the new store. I informed my new asst. Of this and they agreed to take the job based on this information. They have taken a background check and drug test, and are set to fill out new hire paperwork on monday and begin training. The new store opens tomorrow and they have chosen someone else to run the store-- without at all addressing the promise to me made weeks before or the promise i was told to make to my new asst. I have not had any disciplinary action and in fact have been praised of recent for my handling of various situations within the store. Clearly this is bad business, is it more?

Without more details, it appears to be only a bad business practice. I would want to know who they did hire for this position and as assistant manager, as well as, more information regarding why you think you did not get this promotion before reaching an opinion.
