Promotion or Lateral move

I work for miami-dade county in Florida. Ten months ago I accepted a promotion that I applied for. Document signed states promotion and was given a good raise. Now I hear through one of my supervisors that the promotion I accepted ten months earlier was an actual lateral move. Now last paycheck my payrate was reduced by $1.77 an hour and soon I will have to reimburse what ever I made extra the last ten months (approx. $3000). All this was done without any official documentation from Human Resources. In fact no communication at all between us.

What are my legal rights in this situation?

As a County employee, if you are a member of the Union, that is the best and first place to start. I believe the Union should file a grievance on your behalf challenging the error as the County's fault and not yours. Its my opinion that if they deduct from your earned wages it is impermissible, however, all the law requires is that you be paid at least $5.15/hr, so they technically can just reduce your pay going forward for some period of time to accomplish the same effect.
