Refuse to pay

I was employed with a staffing company and they issed me a 'paycard' the paycard malfunctioned and I was unable to retrieve the money. I called the company with whom I was employed and they told me to take it up with the card company. I was told I would have to file a claim and an investigation would be done to determine if I was owed the money. I was unaware that by the third day the money had been refunded to the company that I was empployed with. I had been in contact with them several times with no answer or out come. I then called the card company (appx. a week later) to check the staus of investigation, since they told me they would contact me in regard to the out come, in-which they did not. When I called the card company told me the money was refunded three days after the claim was made, that I was in-fact owed the money and the policy was to refund it to the company who employed me. I have contacted the corporate office as well as the local office when I was hired and no one will issue me my pay or even give me any answer as to why. I'm not sure if I should retain a lawyer, file a civil small claim in the county in-which it occured, I don't know what to do. Any advise?
