Requested promotion and got 30,60,90 instead

I was going for a promotion,all my reviews are positive but my paperwork mysteriously got misplaced long enough to promote someone else.I then perssued another opening within the company that would require a transfer. I was then pulled aside by a upper level manager and told he was not going to let me be promoted or transfer. I had been denied jobs I interviewed and was approved for in the previous months leading up to this. I was told to quit seeking out advancement opportunities or he would get rid of me. I was then placed on a 30,60,90 Improvement plan with a goal that has never been anywhere near achievable in my respective work area. my next level supervisor tells me I'm being scapegoated and that new trainees that are being placed into my area with the intend to make them fail or quit.This has also taken a severe effect on my service numbers essentially I have managers that are positioning me to fail because my qualifications and 7 years of service make me a better candidate then the people they want to promote. Is this legal? I am not alone in this, several others are facing similar situations and also don't know what to do.

The law does not generally regulate the situation you've described. Rather, it only prohibits discrimination based upon protected characteristics such as age, race, gender, national origin, religion, disability, etc., such that if you believe you have been subjected to disparate (meaning different) treatment based upon a protected characteristic, you should immediately consult with an attorney.
