is there any employee that cannot be salaried?

An employer could pay everyone by the hour, but it is very unlikely all employee of any given employer could be on salary. An employer can only place on salary those people who are exempt from being paid hourly under the fair labor standards act. Simply put, only management level or very highly skilled employees can be on salary.
