Salary not paid properly

One of my friends was working for a consulting company as an H1-B employee. He was assigned for a project in TX. He did not get his salary properly from his employer. Hence he left this company and joined another company. Now, he got the W2 Form from the previous employer, in which this previous employer has misquoted the salary paid, which is not actually paid to the employee. Should he complain this with IRS or ESA? or both? How the employee can get his salary?

You can call the US Dept. of Labor and file a complaint or talk to the investigators there...the minimum wage laws apply if you worked for a unit of time and received no compensation.. there may also be some kind of tax violation but I am not sure about that. there may be private remedies under federal law also..
