if there are only two servers scheduled to work a shift in a restaurant, does the owner have the right to expect them to perform hostess and busser work as well as their own, if they are not compensated?

If you are getting paid at the lower hourly rate for servers plus tips, the question is do you get tips for this other work? If not, I would tell employer you are entitled to be paid at regular minimum wage for the non tipped work. You can also make a complaint with the U.S. Department of Labor Wage and Hour Division or go to an employment law attorney to check out your legal remedies.
