sick and vacation leave
if your employer initally lumped all time together under benefit time and gave it to you at the beginning of the year, could they then change the policy and take back the benefit time and then give you 4 hours of sick time a month? and not let you use your vacation time if no sick time is available

If you work for a private employer in Florida, there is no regulation of "sick" or "vacation" or "accrued" time. If your employer "gives" any of those benefits, they are freely given and retracted at the employer's discretion because there (unfortunately) is no Federal or State law requiring that these types of benefits be provided at all.
