Legal Question in Employment Law in Florida

Stacking

Is an employer (Federal) permitted to stack several first offence, unrelated allegations against an individual to obtain a greater sanction? (I.e. computer misuse one day + credit card misuse another day + misconduct another day = discharge of employee)

Note: First offence on any one charge does not rise to discharge

What can be referenced?
