right to sue

If a residency director at a hospital, uses residents to make illegal profits. (Billing at higher rates than what would be billed if a resident saw a patient). Then bad mouthed a resident that is now a practicing physician and preventing that from getting board certified in there specialty. Is the a right to sue this medical residency director?
