termination while under doctor's care

a week ago the dir of operation came into my office and asked for my keys and was told to go home for the remainder of the day and take monday off and the dr/owner would be in touch with me. started to gather my personal belongings and she said don't do that you aren't being fired. contacted my dr for medicine that afternoon being i was so upset. the following monday went to my dr with panic/anxiety attacks and he put me on leave for two weeks and faxed over to my employer. a week later i received a call from hr stating that the owner/dr was offering me a severance pay if i'd sign a termination release, but i'm still under medical care which states i can't go back to work for approximately two weeks. haven't received the termination paperwork yet and i want to know if my employer can do this while under medical care being i wasn't fired or terminated until the notice of a call yesterday.
