Unfair punishment

I am a local government employee. Now a union member but at time of problem in June I wasn't. I was accused of certain wrongdoings by union member. Never a formal grievance written, just asked by Personnel director about it. Was threatened that could possibly be fired if didn't take voluntary demotion and did not have time to consult atty. took demotion and director wouldn't give anything in writing as to punishment. Said couldn't go for promotion for 2 yrs. Now received letter from supervisor that all my rights regarding shifts, work assignments, promotion & seniority reighes are relinquished. I want to grieve this as the date my demotion took place was after I became union member. this letter was once I became member. Can union represent me for this even though for prior act before member & do they have right to take away seniority, etc from me. I feel I'm being railroaded.
