Union policies at work?

I work for a larger company in Jacksonville fl, and stated in the employee hand book is a note to managers to report all suspicious activities relating to the formation of unions. Is this illegal? I thought that even though we are not a traditional union state; management and higher up VP�s could not discourage and block the formation of unions? If this is the case who needs to know about it?

They can't block it. If they know people are talking about it or campaigning for it, they can join the debate.
