Vacation Approval Reversal

Let me first say that this is a preemptive measure. My employer has a tendency to reverse decisions about things. I am going to request a 2 week vacation (having earned the paid time off via their written policy). This vacation will cost me about $4,000 which obviously needs to be paid in advance. I need to submit a request to my employer in writing for the time frame of the vacation. Is there any way to request this vacation such that a written request becomes legally binding? Unfortunately not. There is no legal regulation of this in Florida.
