Vacation time

I have 4 weeks vacation time. Due to financial problems my employer told me they are taking away 2 weeks and only allowing 2 weeks. The year is already 3 months in. Is this legal? We do not have employee contracts. I do have a memo type notice of how many weeks you get after the number of years worked.

unless you have this provision in your employment contract, the policy can be changed at any time.
