wage decrease/restrauant industry

Is it illegal to cut an employee's hourly pay without their knowledge and to see it when they recieve their paycheck. Amount cut was $3 per hour. Also tips pooled to be divided and collected at employees will are depleated. Management is only one in charge of keeping it and recording. Thank you
