withdrawn unemployment appeal

My ex-employer appealed my unemployment claim, and then withdrew the appeal brfore the hearing. I got a letter stating that they can reopen the appeal within 20 days. Under what circumstances can they initiate the appeal again? I feel like they are stalling the process to stress me out or because the employer is fighting with the peo company, but I don't really know. Please help because I am searching for another job but preparing for the initial hearing was time consuming and emotionally stressful and I would hate to go through that again in another 20 days. Thank you.

I don't believe that they need any specific reason. They have 20 days to reinstate it. Usually doesn't happen, though.
