Withholding a check

My dad was working for this small company and when he quit he had two different checks coming, and the employer is trying to hold both checks to pay the expenses of canceling the cell phone the company provided. Is this legal?

It depends on your father's agreement with his employer as to who would be responsible for cell phone cancellation charges if he quit.
