Legal Question in Employment Law in Florida

I work at a spa. The owner of the spa also owns a beauty school. One of my coworkers attended her school and now works at the spa. She has a balance left after she graduated. Is it legal for the boss to take money from her paycheck without first making arrangements with my coworker?
