Work vacation

Does an employer have the right to decide to shut down a plant for a few days during July 4th and make you use the days as your vacation days?

aren't vacation days to be used for a persons OWN vacation time?

Unfortunately the answer in general would be, yes. They are required to pay for all time actually worked, but if they close, for a holiday for example, there is no law in Florida requiring payment. Additionally, Florida law has no provision requiring an employer provide vacation benefits, so it is an unfortunate situation.
