wrongful demotion, can I sue for punitive damages?

demoted as County employee from Supervisor position via misinterpretation and misrepresentation of labor agreement and disregard of the Civil Service regulations, can I sue for punitive damages against the County or individual employees of the County?

No, you cannot recover punitive damages against either the County or their employees. Compensatory damages may, however, be available.
