Legal Question in Employment Law in Florida

About a year and a half ago and was seen by the claims doctor. In severe pain she was put on strong meds with still no relief. Doctor said it was all in her head because i was in iraq(I was in al udeid not iraq). She jsut applied for a job and all her references had come in good and they were waiting for her medical records. Then she got a call stating they were not hiring her due to behavioral problems. All her references that she checked on came back good. the only one who could have written that was teh doctor. Can a company use a doctors report in a hiring process?
