can an apartment complex charge after lease up other than sec dep. charge to paint if i painted when there

yes, if the painting you did was substandard or a weird color, BUT the apartment complex must either get your agreement in writing, or a court order for "damages" to keep part of your security deposit, unless the painting charge was a disclosed up front non refundable charge. Repainting is generally due to "normal wear and tear" and not "damage". Take your lease documents to an attorney, the landlord may owe you more than just the cost of the paint job.
