Is my apartment complex responsible for any ac problems that cause the electric bill increase 600 dollars thats cause by the ac

If the AC is not cooling the apt. then you need to express that to the landlord that the unit is not large enough to cool the apartment appropriately. Put in writing and registered mail. Ask him to fix the AC or you will have to terminate your lease and move to a place much cooler.
