if an attorney issues with the court a notice of appearance but does not show, should the heaqring be heard.

What hearing? A notice of appearance is simply a way to notify the court and the parties that someone is represented by counsel. A hearing requires proper notice to the parties or their representatives which provides reasonable time (typically at least business 5 days) or the time set forth by statute.
