Does a ''bad'' paintjob constitute damage?
I terminated my lease with a landlord. Can the landlord charge the me the cost to have the house painted because they do not like the current color. There is nothing in the lease about color of the house. There was a oral agreement that the colors we chose were ok, and now they are claiming that the colors were not agreed on.

If they agreed to the color, then they can't charge you to cange it simply because they do not now like it. If they did not approve of the color selection at the outset, then you can probably be charged.
