My real-estate broker is waiting that i fax a signed contract to submit to my condo association for the approval. Can i cancel contract if tenant is approved by condo association?

No, if both parties have signed the lease, it is already a done deal subject only to the approval of the Association. You do not have the right to cancel it now or at any time in the future until the terms expires. The lease is binding on the landlord just the same as it is binding on the tenant and can be enforced in a court of law.
