Legal Question in Landlord & Tenant Law in Florida

I have one cat who is spayed and litterbox trained. Never urnined on carpet in 55+ apt complex in Tampa where I live. If the nonrefundable pet fee of $250 is paid for carpet cleaning, damages, etc., why should I pay $25 monthly for cat? What is that for? In a year it's more than the pet deposit. Also renters are charged $48 for basic cable in addition to the BH bundle. That's over $100 monthly, plus pet fee. We're all on fixed income! What gives?
