Okay, let me clarify my question. Is it legal to refuse acceptance of rent for a bill from a third party vendor for the electric bill, when the two are not directly tied together... a mistake was made by the electric company and service was not established on the exact date an account was established, which as a result the apartment complex was still being billed, the third party company then charges the amount of the bill plus an additional 50 dollars. Is it legal for the apartment complex to refuse payment of rent because of this and they refuse to accept payments on this amount. Being on a fixed income this will either cost me my home or my vehicle... either way it seems I'm being cheated here.

Your lease agreement controls. if the lease says that utilities must be paid in full and current, it likely is proper to refuse to accept rental until that occurs. this statement is still confusing to me
