Legal Question in Landlord & Tenant Law in Florida
Can a Court Receiver Agent change the locks on my property?
I own a condo in Florida and delinquent on my HOA fees but have not been served with any foreclosure notice.
A Court Receiver Agent working for the HOA changed my locks without notice. Is this legal? Do I have the legal right hIre a locksmith to access my property?

First, you need to contact them as to why your property was targeted. Second, without notice, you have a right to your property. How late are your HOA fees? You may have been served by publication - ie constructive notice. I suggest you check all legal avenues before you attempt to enter the property otherwise you may be in for a legal suit.
