Decrease payment in rent

Can a tenant withold or decrease their monthly rent legally? It hasn't happened yet, but their response to a problem with overflow of bathroom plumbing was that they spent money out of their pocket and they are short. The problem was fixed within 24-48 hrs. at no cost to them. Their expenditure was on liquid Drano and replacing their bathroom mats. They also never gave me a written complaint of problems with the bathroom nor that they will withold the rent.

A tenant may not legally withhold rent in Florida.
