Ejecting a family member

I have allowed my sister to stay in my home (that I do not occupy) for the last couple of years with only a verbal agreement. After having a recent mental breakdown, she changed the locks and refuses to let me in, even after I brought the police with me. They state I must file eviction papers and go through the court. Is that necessary since there is no lease agreement or rent paid?
