I entered into a lease with the written consent of my landlord to have pets they required a 300.00 pet deposit per pet. I just found out my neighbor has only been required to pay 100.00 per pet same size and type dog isn't this biased, and if so shouldn't I be due a refund?

Your landlord is entitled to charge whatever he wants to for pets. Each lease may be different, so long as he is not discriminating against you for some protected status that you have. This means he cannot discriminate on the basis of your religion, race, national origin, familial status, etc.
Poodles and Pitbulls may be treated differently. Even dogs of the same breed may be treated differently by the landlord, as dogs do not have a constitutional right to equal protection. It may be that your landlord simply likes your neighbor, or his dogs better, or maybe your neighbor's pets are such a problem, that the landlord decided to up the deposit when you came in.
